CHAPTER I INTRODUCTION
Background of the study Barangay P.N.P Compound is located in the heart of Davao City particularly situated in the center of San Pedro , Bolton , Rizal and Quimpo Boulevard Sts. Even in the older times it is the center of trade and religious activities. Barangay P.N.P Compound in the late 1940`s used to be a swampy area with barely 20 houses ( more or less ) built from light materials was situated. Since our barangay is located near barangay bucana which is also very near the coastal areas most parts of our barangay is usually submerged in water caused by the changes in the sea level. According to the pioneer residents which is now our senior citizens , the area during Their times were mostly fishponds and crabs were all over the place specially during High tide . However , as time passes by population gradually increase and fishponds Turned into houses and establishments . In the year 1978 , our first appointed Tenyente Del Barrio Mrs. Lourdes Espiritu was placed in the position but during Mrs. Espiritu`s term their were still no kagawads . However due to health problems she Was replaced by barangay captain Angelita B. Maneja who was duly appointed by the City Mayor that time , together with six (6) of her barangay . The first ever barangay election was held during the late 80`s . In 1993 , under
The administration of the late barangay chairwoman Paz Oracion , our barangay hall was constructed. Although made with wood and light materials it is still an Accomplishment that needs to be recognized up to the present times.     The Sangguniang Kabataan is the council created for the representation of the youth sector in the public and civic affairs of the government. It serves the purpose of enhancing the social well being of the youth and preparing them for the future leadership. According to Book III title 1 Section 423 of Republic Act 7160 or the “Local Government Code of 1991”, the Sangguniang Kabataan shall be composed of a chairman, and 7 members. Also, the Sangguniang kabataan (SK) chairman shall serve as an ex-officio member of the barangay council where he will be the chairman of the youth and sports development council. He shall also enjoy the same privileges as the regular sangguniang barangay member.1Each barangay shall have a Sangguniang Kabataan council and all of the SK chairmen within the same Municipality/City will elect among them the SK federation officials for the said Municipality/City. The presidents of the Municipal/City SK federation presidents from the province where they are located will elect among themselves the provincial president. The elected President or Vice President shall serve as the Ex-officio member of the Council, as the case may be, without the need of further appointment.2 In view of the funds allocated to the SK council, the Local Government Code provided that 10% of the endowment allotted to the barangay council shall be set aside for the Sangguniang Kabataan.3 In line with this, issues of corruption were thrown against the existence of this council.     Our project was implemented at Brgy 601 Zone 59 District VI, a small community V. Mapa Ext. Sta. Mesa, in the city of Manila. Our group opts to choose this barangay because of its nearness and at the same time, our group leader’s residence is located there. The place was a typical urban community with single story houses, children playing in the streets, bystanders in some benches, single small scale businesses like convenience stores and street carts as among the common things that you could see in a barangay. There are also tall condominiums and small shops and restaturants nearby. High rise infrastructures are observable nearby since the place was situated near some commercialized districts and downtowns of Manila. The barangay seems not that populated and the areas are not so dilapidated like the other barangays. Of course, there still some eye sores the place like the informal settlers who might get damaged seriously if ever calamity like fire or earthquake comes because of their congested situation, and those seem to be like knotted pasta strips of electrical/cable wiring on every posts that could be very dangerous to the neighborhood. Their barangay hall is newly renovated, as we went there for informing them about our said visit and there we are accommodated and assisted warmly by a barangay official and he toured us in some points of the community.…
