Arguement For Helping Homelessness

When homeless person apply for assistance the information is collected in the HMIS program. However the client in many of the question can decline to answer. The problem with this is that when they decline to answer they do not count for the purpose of filling the quotas which determine the government funding (huffingtonpost.com). If the client can “deny to answer” there should not be a penalty for that. The shelter should get government funding for people that give all their information and also for people that deny to answer some of the questions. Because shelters need clients that are willing to give their full information, they are forced to accept more people. This issue also generate overcrowded shelters that make them an unsafe place,
