A great leader must possess a wide range of qualities and characteristics that are ultimately geared toward the good of the city and its citizens. Often times the individuals who are reluctant to lead or do not necessarily want to, are the best for the position. This ensures that the leader is working for the commonwealth, not for selfish desires such as power or money.
