INTRODUCTION

Household Expenditure Survey

The Household Expenditure Survey (HES) was first conducted in the year 1957/58. Beginning 1993/94 it was carried out at an interval of five years and subsequently in 1998/99. The recent survey was undertaken in 2009/2010. The survey covers private households in urban and rural areas.

The main objective of HES is to collect information on the level and pattern of consumption expenditure by households on a comprehensive range of goods and services. This information serves as the basis for determining the goods and services to be included in the basket of the Consumer Price Index (CPI). It is also used to update the CPI weights where the CPI is a measure of the average rate of change in prices of a fixed basket of goods and services which represents the expenditure pattern of households in Malaysia.

However, over the years, demand for data from the survey has increased and it is now used for several purposes. HES has become an invaluable source of information for government and private sectors, researchers and university students.

    The consumer pricing index (CPI) is a measure of the price level of consumer goods and services. The U.S. Bureau of Labor Statistics began calculating and issuing the monthly calculation in 1919. The CPI is calculated by observing price changes among a wide range of products and weighing these price changes by the share of income consumers spend to purchase them. The CPI focuses on approximating a cost of living index and can be used to evaluate our currency and prices. CPI is defined as “a measure of the average change over time in the prices paid by urban consumers for a market basket of consumer goods and services” (Federal Reserve Bank, 2010).
