Greening and Noise Barrier Experience

1.1.1

Urbis has extensive experience working in Hong Kong and for Highways
Department, particularly on noise barriers and on greening techniques. Most relevant to this project is Urbis’ experience in conducting the ‘Investigation Study for Greening and Aesthetic Design of Noise Barriers’ for HyD in 2006 (agreement
No. HMW 1/2005(EP)). Also of great significance is Urbis’ experience for ASD in conducting the Study on ‘Green Roof Application in Hong Kong’, which has become a public document.

In addition to these studies Urbis have been involved with a number of practical projects. In the past, Urbis was involved with the cut-and-covered greened noise barrier on Route 8 (in Sha Tin Heights) and with innovative design proposals for noise barriers in the West Kowloon Reclamation area. Currently, Urbis is involved with the Retrofitting of noise barriers on 13 Existing Road Sections throughout
Hong Kong (agreement No. HMW 1/2005(EP) and with noise barrier designs for
MTRC railway projects such as new The Express Rail, and Sha Tin to Central
Lines.

    Most states have policies in place that determine whether noise abatement is necessary and reasonable/feasible for Type I projects. These policies mirror federal guidance and apply to various land uses near the proposed project. Special land use facilities such as parks, churches and schools are included in the policy as far as when abatement may be necessary (i.e. the Federal Highway Administration Noise Abatement Criteria), but the determination of whether the abatement is reasonable and/or feasible is not adequately addressed. A survey of state Departments of Transportation (DOT) indicated that states are dealing with this need for reasonable/feasible determination for special land uses, but do not have formal policy in place to address the issue. Cast Away is a successful drama film about Federal Express engineer Chuck Nolan (Tom Hanks) who works at FedEx. He returns from work to spend a Christmas holiday with his girlfriend Kelly and proposes marriage to her. Suddenly everything gets interrupted when Chuck’s forced to fly overseas for a quick assignment. Very soon, the plane gets caught in the storm and goes off-course, which leads the plane to crash in the ocean. Chuck survives the catastrophe and eventually the ocean drops him at the deserted island where he spends few years of hard surviving, until he finally abandons the island. This movie reveals strong emotions to the viewer; it involves sorrow, excitement, a bit of comedy, but mainly sympathy. Each scene was edited that way to put a viewer into a character’s shoes. There are various editing techniques that they use throughout the film. The flow, pacing of each scene, the use of music, ambient sound, and the mood of this story, delivers great emotions and here is why it can keep anyone engaged from the beginning to an end.…
