THE PROBLEM AND ITS SETTINGS
A. Introduction
Automation is very popular now a days because of its potential to do things much faster, accurate and reliable to every human being or businesses that is using it. Any kinds of businesses, organizations or anything that is dealing with manual system can possibly be helped by a computer because of a powerful software that can process information from inputting data to the computer and process it to become a useful output for their clients or their beneficiaries. Financial Management is one of many systems that is being used by some system developers who manage to do an automated system for helping businesses that offers financial services like savings, loans, insurance and others. One example of an organization that offers savings and loans services is a Cooperative. There are actually several kinds of Cooperatives and the proponents subject to this study is a Multi-Purpose Cooperative wherein they offer savings, loans and some items and services that can be helpful to their members like dental/medical loan, merchandise loan like rice and more.
The Manggagawa ni San Jose Multi-purpose Cooperative was organized on March 11, 2010.

    The project is an action-research designed to come up with a model for enabling barangays to establish and maintain a Barangay Information System (BIS) for rural development planning and implementation. Specifically, the study aimed at: (a) providing a profile of LGU officials in the barangay, (b) determining the barangay leaders' knowledge of and perception about the barangay hall as a base for BIS; (c) finding out the existing information systems in the barangay; (d) documenting the process involved is establishing and maintaining a BIS; (e) identifying the facilitating and hindering factors in the barangay's establishment of BIS; and (f) drawing up a model and other recommendations that may guide in the future implementation and replication of BIS. Results revealed that majority of the respondents perceived their barangay hall as very useful in terms of serving as venue for meetings and as source of vital information about the barangay and its people. However, they felt the information is inadequate to be basis for planning and in responding to information request from local government offices. They also felt there is still a need to improve its surroundings and provide facilities like chairs, tables, cabinets and enrich the information available in the place. As regards BIS implementation process of the nine barangays, there were commonalities among the barangays in following a basic implementation process from orientation meeting to data storage and updating. However, there were also observed peculiarities on data gathering techniques and logistics wherein some barangay officials voluntarily use their own money for supplies and materials and even provided snacks for BISD Team members during data gathering, data posting/tabulation and data presentation so the activities will not be delayed. The local officials' educational attainment and training were the factors that contributed to early completion of BIS activities in some barangays while the observed…

    This participatory action-research followed the reflection-input-action-reflection process in allowing barangays to evolve their own information system. Benchmark study, secondary data use, key informants interview and observations were the key data gathering techniques. Data analysis was basically descriptive. This project was implemented in nine barangays of Munoz, Nueva Ecija. Some 83 respondents composed of barangay captains, barangay councilmen, barangay secretaries, barangay treasurers and SK chairmen were interviewed to have a benchmark information regarding their knowledge of and perception on their barangay hall as information center. Majority of the respondents perceived their barangay hall as very useful in terms of serving as venue for meetings and as source of vital information about the barangay and its people. However, they felt that the information are inadequate as basis for planning and in responding to information requests from local government offices. There is still a need to improve its surroundings and provide facilities like chairs, tables, cabinets and enrich the information available in the place.
