Functions of Sangguniang Panlungsod
1. COMMITTEE ON RULES AND PRIVILEGES:-
Responsible for everything relating to the Rules of Procedure of the Sangguniang Panlungsod; 2.
To prepare, provide or adopt the Calendar, agenda, order and manner of transacting business in the regular session, special sessions of the Sangguniang Panlungsod; 3.
To propose reorganization of the Standing Committees and creation of new committees; 4.
Perform such other functions as the Sangguniang Panlungsod may adopt. 2. BLUE RIBBON AND ADMINISTRATIVE CASES COMMITTEE:-
Formulate rules and regulations on matters pertaining to and in relation with the conduct of investigation of complaints and charges of disorderly conduct affecting the Sangguniang Panlungsod and its members; 2.
Formulate rules and procedures in the conduct of hearing and decide administrative cases filed against elective barangay officials pursuant to the provisions of RA 7160; 3.
Investigate complaints and charges against employees of the LGU when such charges have a direct bearing with ordinances and resolutions passed by the Sangguniang Panlungsod. Reports and recommendations on these investigations shall be submitted to the Sangguniang Panlungsod for their information and appropriate action; 4.
Study and recommend policies and procedures for proper, judicious and effective implementation of Rules which will discourage, minimize and eradicate Graft and Corruption, abuse of authority and inefficiency in government service; 5.
Perform such other functions as the Sanggunian may adopt. 3. COMMITTEE ON APPROPRIATIONS:-
Responsible for the study and review of Annual Budget Proposal for submission to the Sangguniang Panlungsod for approval, and the subsequent submission to the Department of Budget and Management; 2.
Study and recommend policies and procedures for the proper, judicious, and effective implementation of appropriation measures and/or use of public funds; 3.
Authorize releases pertaining to pecuniary matters;
Coordinate with other offices, government agencies and other committees in the performance, and implementation of the aforementioned functions; 5.
Perform such other functions as the Sanggunian may adopt. 4. COMMITTEE ON WAYS AND MEANS:-
Study all matters pertaining to the tax and revenue collection of the LGU; 2.
Study and recommend policies and procedures for the effective collection of taxes and other revenues; 3.
Study, review and recommend management program on financial investment of public funds; 4.
Establish and implement policies and procedures on internal control and proper record keeping; 5.
Establish fiscal machinery for development projects and the financial economic policies related thereto; 6.
Coordinate with other offices, government agencies and other committees in the performance and implementation of the aforementioned functions; 7.
Responsible for the fiscal administration and policy;
Prepare long term development program, including fiscal and administrative measures necessary for the achievement of program goals; 9.
Perform such other functions as the Sanggunian may adopt. 5. COMMITTEE ON INFRASTRUCTURE:-
Prepare and recommended measures to update National Building and Construction Code and the Fire Code; 2.
Study and review proposed building and construction projects to ensure conformity with the Building and Construction Code; 3.
Study and recommend the construction of the city roads, bridges, public buildings and public parks. Ensure that the proper repair and maintenance measures are implemented; 4.
Coordinate with the Bureau of Fire Protection (BFD) in the conduct of fire prevention efforts and with the City Engineer’s Office (CEO) in the proper maintenance of public buildings, roads, bridges and esteros, creeks and rivers; 5.
