Introduction
Poverty can be defined as a condition of deprivation due to economic circumstances that is severe enough that the individual in this condition cannot live with dignity in his or her society.
The administration of Lyndon Johnson established a wide range of antipoverty programs in the 1960s—programs for education, job training and placement, housing—as a part of its “War on Poverty.” Within just a few years, many of these programs, and the whole ideology behind them, had come under attack.
At the core of the debate about poverty in America is the question of whether poverty is the cause of social ills such as crime, poor educational outcomes, and divorce or their result.
Perverse incentives are reward structures that lead to suboptimal outcomes by stimulating counterproductive behavior; unintended consequences are results of a policy that were not fully anticipated at the time the policy was implemented, particularly outcomes that are counter to the intentions of the policy makers.
The Culture of Poverty
The culture of poverty theory argues that poor people adopt certain practices, which differ from those of middle-class or “mainstream” society, in order to adapt and survive in difficult economic circumstances and that sometimes they continue to rely on these practices even after they are no longer useful and are potentially detrimental. The culture of poverty theory was part of a backlash against the policies implemented by President Johnson, and it was used to bolster the arguments of welfare critics.
While it may be true that reliance on welfare generates a sense of helplessness and dependency in some people, there are also structural reasons why it can be difficult to transition from welfare to work.
In the 1980s, journalist Ken Auletta introduced the concept of the underclass—a much more negative view of poor people—and Charles Murray reemphasized perverse incentives by arguing that welfare regulations make work and marriage

    This relates to the idea that Ehrenreich found as she stated that welfare reform jobs are not “morally uplifting and psychologically buoying” but rather full of “insult and stress” (Ehrenreich, 264). According to “Why me?” they found that poor women deal with the continuing basic economic stress of obtaining food and shelter, but also are faced with a wide range of physical and psychological effects. This finding was exhibited in Ehrenreich’s study as she learned that many of her co-workers did not live in ideal or necessarily safe areas; such as living in their cars, sharing rooms with intolerable roommates, or staying night by night in a hotel room. Her co-workers were identified as being single mothers too soon to be ones, “everyone who lacks a working husband or boyfriend seems to have a second job (Ehrenreich, 259).     America encourages the value of self-reliance to achieving one’s goals and dreams. There is a common belief that poverty can be defeated with hard work and that the poor are simply too lazy to earn a better living. The idea of self-sufficiency is the cause of controversy for welfare programs. Poor single mothers were looked down upon for having the option to be unemployed and living solely off welfare. When President Clinton’s 1996 Welfare Reform was established, people were taken out of the program and were forced into the working world. Less taxpayer money was taken out of the upper middle classes’ income, and the poor were responsible for their own living. While this may sound ideal, most low-income people are actually unable to provide for themselves in their living conditions. With a full-time minimum wage job, they can work as hard as possible and still be stuck in debt and poverty. Their low-income prevents them from improving their lives and affording basic needs such as nutrition, health care, education, and shelter. The working poor face difficulties not through their own faults but rather because of how our society functions, where wealth is gradually becoming unevenly distributed.     The authors spent half a chapter to remind us the reason of changing our past welfare, which made it very clear to the readers if they did not know about the welfare reform. After that, the authors pointed out the statistical evidence that showed the growing number of $2-a-day individuals to evoke the readers’ interests to explore further the reasons of this growing trend. Each chapter included several different life stories which were pertinent very well to the topic and provided adequate details to the readers. The life stories also illustrated very strong supporting evidence to the different topics of the chapters such as the flaws of the new welfare, the lack of affordable housings, the poor work conditions, the different ways to survive on $2-a-day and the separation of the poor in our society. At the end of the book, the authors’ suggestions to modify the current welfare are very reasonable and practical. I think the only weakness of the book is the lack of illustrations to convey the messages.     As the Coalition Government of 2010 introduced four main aims to overtake the welfare system. The four aims were: to cut back on government spending, to give unemployed people greater incentives to move into work, to protect vulnerable citizens in need of support and to simplify the system. Two years after the Coalition Government introduced the four new aims it is claimed to be a majority of homeowners (126 out of 200 – 63%) were able to manage expenditure. They were able to do this by cutting back on food, however, they were getting into debt with large sum bills or resulting by borrowing from family and friends. Findings show that one third of homeowners were struggling financially. Equalling for a vast majority of homeowners resulting in applying for payday loads. Which leads to a viscous circle of being in debt. In 2013 to 2014 one in six homeowners have either found work or increased their work hours. However, homeowners who have just found work are more commonly to be working with family, due to, new job vacancies are based on flexible hours or part time. However, there is also barriers to some homeowners face, including: ill health or disability, caring responsibilities for family members, high child care costs, poor skill levels, low self-esteem, deficiency in history of jobs and also the cost of transport.
