Uncle Sam (represents the U.S.A) is holding a key which ‘opened the door’ to China (The word that is right above the door) is one clue from the Cartoon another clue is the people from other nations outside the door waiting to get into China.

Based on the cartoon, the cartoonist may feel like the United is the hero in gaining access to China for all.
