Good morning ladies and gentleman
Thank you for inviting me here today it is a great pleasure for me to be at your University. Today I would like to talk to you about African-Americans situation in the United States. But first of all I would like to introduce myself. My name is Ronald Fryer and I am a professor of economics at Harvard University. In the next half hour I will answer some fundamental questions. I will especially talk to you about the African - Americans conditions in US. In order to you can understand these issues I will for example speak about the family background and the labour market. In the end of my speech I will talk about how we can narrow the gap between black and white Americans in future.
I will tell you something about my own story. When I was very young my parents split up my father was a maths teacher went off the rails. I can remember that I had to borrow money to bail him out of jail. I grew up in a ghetto, in a family who ran a crack business it was my great uncle and great aunt. I remember the time where I was 15 years old, I was one of the children in my neighborhood that was hanging out and selling drugs on the side. I was lucky because I have a talent. Talent for sports as backed me away from a life of crime because I won a sports scholarship to the University of Texas. And today I stand before thousand students and working at the Harvard University.
The situation in the United States is not much better today. It figures from the statistics. Today is still many black people middle class. Blacks die, on average, five years earlier than whites. And though the black middle class has grown immensely, many blacks are still stuck in crime-scorched, nearly jobless ghettos. Also is it still difficult for the African-Americans to break free from the social heritage, as I did. Another factor is the family structure. Since 1970 the proportion of black babies born out of wedlock nearly doubled to 69 percent. 70 percent of the births are mothers who are alone. It is not easy to be a single-parent instead of being two-parent family. It is harder to stay alone, to take care of a child and if you live in a ghetto so it is harder to break out.
It is very important that young people are actively entered into the labour force. Blacks make 13 percent of the American population 5 percent of the firms in America are black-owned. The blacks live still in bad conditions. There is still discrimination, for example for every dollar that a white man earns, a black man makes only 70 cents. Is it fair? I do not think so, it can’t be right that a firm could really get the same work done 30 % more cheaply simply by hiring blacks.
And how can we so narrow the gap. Yes it can be very difficult but we must do something. For example is the racial discrimination not more legal in US and some we all know, we have a black president Barack Obama. There is a progress in the state since 1969, among the blacks says 70 % that blacks are better off now than five years ago. I believe that it is very important to focus on education. How can we make education more attractive for black schoolchildren? We might break this cultural norm. Maybe can we provide with free mobile telephones to students, another idea could be that we should reward the students. Every time a student passed an exam we must reward them, release a bonus in the sense of a cash reward. We should do something for break the cultural norm.
Now can I conclude that the United States is much better than 50 years ago. As I had said today our president is black. If we look at the labour market, the family background and the education I think that we quickly can see where the problem is. Because of that we must find new solutions. Everybody should have the same rights. My opinion is that we should focus on education it can maybe be the way to help narrow the gap between the African-Americans and the white Americans in the future.
