A CONSTRUCTIVE RESERVATION POLICY
Need for a constructive reservation policy for a better civil services examination

It all started with the bitter seeds sown by “minto merely “reforms of 1909, when a separate electorate was given to Muslims for the first time. Where by only Muslims can be elected as representative for Muslim population. Later this was extended to Christians, Sikhs, and other minority groups in 1919 through montegue-chemlsford reforms. This is to divide the well knitted communities and rule them when in chaos. Mahatma Gandhi categorically criticized this and against such community based representation. He went on hunger strike and past unto death at yerravada jail in pune .mahatma knows what disaster lies ahead with such community based representation.
Dr.B.R.Ambedkar who later on became the father of our Indian constitution had favored such discrimination based on community basis and supported the separated electorate for different communities. Where by now Sikhs can elected only Sikhs, Christians only Christians and Muslims among Muslims. But the hunger strike by Gandhi made Ambedkar to realize the disaster ahead. As a compromise, he seek certain “quota” are to be reserved for the minorities and down trodden in the legislatures. This is a giant leap for downtrodden communities’ people, where by now their aspirations are also considered in the nation making. This agreement between Gandhi and Ambedkar is famously termed as the “pune pact”.
When India became independent in 1947 Aug. 15, the responsibility of constitution making was given to the drafting committee headed by Dr.B.R.Ambedkar. This time the reservations became more explicit by providing provisions in the constitution .Ambedkar urged for the time bound implementation and to dilute thereafter .but our political class is eating grass to get into power, so it’s extending the reservation there by every 10 years. Recently in 2010 the government of the day extended the reservation for 10 more years.is it a shame on the

Chapter three in Reservation Blues brought about some very interesting dialogue between Thomas and his new acquaintance: Chess. Invited to the Flathead Reservation to play at the Tipi Pole Tavern, Coyote Springs gave a drunken performance on stage. During the last length of their show, Thomas pulled Chess up on stage in a duet-serenade kind of thing. After Chess, and her sister Checkers, aided the three in putting their gear away, Thomas and Chess began to converse. I found the dialogue between them intriguing for two reasons. First is that Chess and Thomas, although both Native Americans, clearly have different vocabulary unknown to the other. This can be seen when Chess is talking about Junior being a good catch for a woman. Chess says to…

There is hardly any other country in the world than India which has a great diversity of culture, religion, language, tradition, community etc. People live and think in terms of their respective religions, faiths and tongues, and seek to serve their selfish ends without thinking of the national good. Such thinking is dangerous and is bound to lead to the disintegration of the country in the long run.…

As all nations in Europe were Christians and there was no concept of a separate nation on the basis of religion. So they regarded India as a single country inhabited by Indians who were a nation collectively. But the Muslims and Hindus were conscious about their religious differences and of being two separate nations. In India, Hindus were in majority so Congress was in favour of combined elections. In a democratic government every bill or law is passed by a majority of 51% or more and in this situation the Hindus would get 100% legislative powers and Muslims would get no power to effect legislation in their own country. More in number than the population of any state in Europe, they would have no share in government. Thus they would become slaves and serfs having zero percent power in legislation, politics, and administration of their own country.…

How far has this reservation policy succeeded is a question that always lingers in my mind. The easiest possible criticism of the existing reservation policy is the creamy layer among the backward classes having benefited by availing the reservation while the actual benefits have never percolated to the needy. So my argument would be the strengthening of the government schools which are in a very bad shape, which in itself would enable the providing of a level playing field to the backward classes.…

Gandhi worked relentlessly to elevate the social status of the untouchables in india. He wanted penance for crimes of discrimination that have been perpetuated for thousands of years as he wanted society to work hard to relocate the untouchables on an equal footing with the other members of society. He called them harijans or 'gods own people'. Gandhi went on a fast until death after the proclamation of the elections based on communal identity in 1935. He knew the cause of secular unification was lost for good, but he could not tolerate the non-accommodation of the harijans within the fold of the Hindu community. A meeting with B R Ambedkar followed and seats were distributed on the basis of reservations. This was one of the greatest achievements in the political career of Gandhi. Gandhi was instrumental to a great degree to make…

For example, all the parties and politicians would speak that the caste system is bad and that it should be eliminated. What prevents them from doing so? It is enough if the government does not recognize the caste system; it would die on its own in the context of highly developed modern mobility and interaction. But in practice all the politicians have vested interests in the caste system. They have already perpetuated it by reservations based on caste system. They intend not to give up this golden goose, as revealed by their decision to go for caste census. In formation of cabinets, more importance is given to the castes, rather than the individual’s ability.…

In a country of our dimensions and diversities, some aberrations are bound to grow whenever some revolutionary reform is brought about. That is why the Constitution was adopted on the basis of an egalitarian, secular and casteless society. It took into account the injustice done to the scheduled castes and scheduled tribes, by the social order for centuries, in practice and in perpetuation. A deliberate step was, therefore, taken to provide certain safeguards for them. These safeguards were incorporated, ensured and extended in the form of reservations in jobs and legislatures, both in letter and spirit of the Constitution. It is a different matter that these benefits and reservations have not percolated down to the lowest and the poorest levels for which they were meant.…

Backwardness in India had got institutionalised as a result of caste system. The problem is very complex as historical, sociological, political and economic considerations come into play. The Constitution provides for a number of safeguards for the Scheduled Castes, Scheduled Tribes, Backward Classes and the Minorities which are one of its unique features. These safeguards have apparently helped these communities in protecting their legitimate interests and accelerated their socio-economic development. The credit for incorporating these safeguards in the Constitution of India goes to Dr. Bhimrao Ramji Ambedkar, Chairman of the Drafting Committee of…
