Romac Services & Trading Inc. is a company known for its long term existence in providing quality services to various firms nationwide. With its mission of aiming to render the best possible services to their customers and to be a major contributor to the success and development of not only their customers, but also to all employees and stakeholders of the business; the company has created a name in the industry and widely grew through its services; manpower provision, buildings and grounds cleaning and maintenance services, personnel recruitment and training services, temporary personnel provision, food/toll processing, product toll processing & packaging services, cold storage, warehousing & trucking and logistic support services to be exact. The University of St. La Salle (USLS), as a large institution, requires manpower services to support its non-core activities. Serving the university for almost two years now, Romac workers are tasked to do the janitorial and skilled work around the campus. But the contract is only between the Romac management and USLS. The Romac janitorial workers have no direct participation in the terms of the contract except for their work alone. The contract is between USLS and Romac management. Basically, institution pays the management and the latter pays the workers what is due to them. Since manpower is an essential factor in an organization, it is important to take into consideration their whole well-being. First, it is important that their workload is equally compensated. Second, it is essential for them to have a safe workplace wherein they can perform their job well. Lastly, we should consider a healthy working environment so they could be productive and efficient. But the current situation does not meet the proper standards for worker’s whole well-being. The group would like to look at how the management sees and implements its operations and to verify the actual situation through the worker’s perspective. The possible reasons for the discrepancies for the current and should be situation are the improper monitoring of the top management to their workers since they are not directly supervising them. Also, the worker’s compensation goes first to their agency so the USLS management may be paying well enough for their services however, because it passes through the agency it may or may not be enough when it reaches the hands of the workers. According to a research conducted by the Cordillera Labor Center for Women’s Resources entitled, “Contractualization, A Look Inside the Garments Facory of the Philippine Export Processing Zone in Baguio City”, contractualization has been a problem for workers since the 1970 decreed of Marcos that allows companies to hire employees for temporary production and pay for wages below compensation received by regular employees. Also, a previous study of the students of the Psychology Department of the Ateneo de Manila University entitled, “A Social Representations Study of Contractualization” showed that companies and contracting agencies viewed contractualization like in the case of Romac as a way to be cost efficient. However, contractual employees viewed it as an approach that limits their control in their working environment and working condition which results to lowering down of a worker’s job satisfaction. In addition, the human resource (HR) practitioners consider the contractual workers not their employees because their concerns must directly go and be dealt by the agency.
