21stcentury was strike with modern technologies and as time passed by or as days rolled by it was being develop through enormous effort of many individuals involve in a digital world. One of the great contributions of Information Technology is the invention of Personal Computer. Computer is an electronic programmable device that can store, retrieve and process data into useful information. Computer is very vital nowadays not only in the world of work but also in education; indeed it is extraordinarily essential in any kind of offices. Computers can reduce paper work and cost associated with performing routine transactions. The ability of a computer to process data with accuracy makes it an essential tool in the performance of trivial and routine tasks necessary for decision making, planning and reporting. Computer and a preparedly system has brought the world better and easier way of running business, administering agencies, colleges and universities and it was considered the lifeblood of society. “Life is a race if you don’t run fast, you’ll be trampled” this quotation merely fits in today’s fast changing world as technology changed the way we live, work and spends leisure time. Billing process is very complex; it involves receiving of billing records, determining of billing rates, calculating the cost of each billing record and aggregating of records, the aforementioned procedures are very time-consuming. People seek and crave for better and more efficient ways to accomplish tedious task. At the present time, people behind large and small companies adopt modern technology in order to survive and compete with markets demands. Also, through the use of this technology, different transactions and processing systems have become computerized for greater ease and accuracy. The researchers observed that Gamu Water District is still using the manual billing system, using the traditional one; problems are more likely to arise like slow and inaccurate production of water bills. That is why the researchers recommended the used of computerized billing system to make the water billing transaction easy and time bounded. Thus, with this efficient and effective system, high-speed transaction is expected to occur and processing of water bills will become play. The system is an effective instrument to replace the manual system of Gamu Water District because of its ability in terms of accuracy, security, usability, integrity and efficiency. Conceptual Framework

In order to come up with an essential Computerized Billing System the following concepts are taking into consideration. The first task is to find answers to the question what, why, and how. The researchers determine what aspect of the company operation can be improved by the necessary information and datum. Why they need that information and how will the system help in the betterment of the company. The study looked into the performance and operations of GAWAD, focusing on the billing process to make the transaction organized for quick and easy access to specific tasks, works as well becomes lighter and faster with the proposed system. The researchers aim to develop accurate, reliable, and precise Computerized Billing System, the system is an effective instrument to replace the present system of Gamu Water District.

The second box (Process) shows how the inputted information is being process to produce the desired outputs. The last box (Output) is the result of all the processing.
