INTRODUCTION
Background Information
Sibagat Water District is a GOCC……. It is situated at Purok 3, Barangay Poblacion, Sibagat, Agusan del Sur. It has only 8 personnel which consist of 1 general manager, 2 office staffs, and 5 technical crews. It offers services only within the puroks in the barangay poblacion which has 13 puroks. For almost blahblah years, Sibagat Water District is still using manual water billing system. The water bill is produced using Microsoft Excel, recording of the billing payment of a household is done by writing into an index card which they called as a ledger. While producing other reports will take so much time because it is manually recorded and the information needed are still on the papers.
Billing process is very complex; it involves recording of billing payments for every household, producing of water bill statements, determining of which household needs to be disconnected, producing of official receipt, aggregating of records, the aforementioned procedures are very time-consuming. Because also the system is not automated, there are possibilities of redundancy of records, inability to produce whose household have already paid their bills, inaccurate details, unsecured for it’s very prone for the record to be misplaced or else lost, and inability to retrieve data from the customer that may affect the performance of the business and the customer satisfaction.
In line with this, the proposed system is to make the producing and recording of the water billing process of Sibagat Water District be automated. The system will be beneficial to them, by means of improving the manual process of billing. This project aims to provide efficiency in serving their customers.
Problem Statement
These are the following problems on the current system of Sibagat Water District:
Slow billing system
It takes time to manage certain information
Scattered/Lost records of billing statements for every household
Inability to update automatically the household’s record
Inability to post automatically whose household is up to be disconnected
Inability to know whose household has been disconnected
Objectives
The objective of the study is to develop an Automated Water Billing System. It attempted to satisfy the following objectives:
To design a system that will lessen the time and effort of the customer as well as the staff in their transaction
To quickly search the households whose up to be disconnected
To print out reports immediately,
To implement the system efficiency to the customers.
To provide a fast and proper data management
Provides economic/financial reports to the management monthly or weekly and yearly.
Scope of Automation
The current system scope is focused on the part of the producing and recording of each household who’s under the service of Sibagat Water District. This pertains to the management of producing monthly bills, recording of every time the customer pays his bill, producing monthly records.

Processor– Intel Pentium 4 or faster
Operating System– Windows XP Professional
Printer– Canon PIXMA MP495
