Corruption is notoriously difficult to measure. It’s not just because it is an illicit activity. In part it’s because the concept itself is undefined and relative. “the abuse of entrusted power for private gain.” Corruption is damaging because it gives an undue advantage: Corruption in India is a major issue and adversely affects its economyIn 2011 India was ranked 95th out of 178 countries in Transparency International's Corruption Perceptions Index. Some of the largest sources of corruption in India are entitlement programs and social spending schemes enacted by the Indian government. Examples include Mahatma Gandhi National Rural Employment Guarantee Act and National Rural Health Mission.Other daily sources of corruption include India's trucking industry which is forced to pay billions in bribes annually to numerous regulatory and police stops on its interstate highways.[7] Indian media has widely published allegations of corrupt Indian citizens stashing trillions of dollars in Swiss banks. Swiss authorities, however, assert these allegations to be a complete fabrication and false. Why India is so CORRUPT

Corruption in India is a cultural aspect. 
Indians seem to think nothing peculiar about corruption .
It is everywhere. 

Indians tolerate corrupt individuals rather than correct them.

Political corruption

political corruption is the use of power by government officials for illegitimate private gain. Misuse of government power for other purposes, such as repression of political opponents and general police brutality, is not considered political corruption. Neither are illegal acts by private persons or corporations not directly involved with the government. An illegal act by an officeholder constitutes political corruption only if the act is directly related to their official duties, is done under color of law or involves trading in influence. The activities that constitute illegal corruption differ depending on the country or jurisdiction. For instance, some political funding practices that are legal in one place may be illegal in another. In some cases, government officials have broad or ill-defined powers, which make it difficult to distinguish between legal and illegal actions. Worldwide, bribery alone is estimated to involve over 1 trillion US dollars annually.[1] A state of unrestrained political corruption is known as akleptocracy, literally meaning "rule by thieves". -------------------------------------------------

Some forms of corruption—-now called “institutional corruption”[2]—-are distinguished from bribery and other kinds of obvious personal gain. Campaign contributions are the prime example. Even when they are legal, and do not constitute a quid pro quo, they have a tendency to bias the process in favor of special interests, and undermine public confidence in the political institution. They corrupt the institution without individual members being corrupt themselves. A similar problem of corruption arises in any institution that depends on financial support from people who have interests that may conflict with the primary purpose of the institution. t not only has 7 national parties, but also over 50 State political parties and hundreds and hundreds of local ones that all compete to represent as many ethnic groups as possible. So in theory that sounds like a good thing no? But here it implies a huge political marketplace where citizens exchange their votes for favors, to themselves or their group. Now that may sound like what a democracy does, but the kind of favors they ask for are more of the administrative sort. -------------------------------------------------
