UNIT 5 ASSIGNMENT 1:
SIMULATION/ CASE STUDY THE DULHASTI POWER PLANT

I. EXECUTIVE SUMMARY:
The main problem in the construction of the Dulhasti Power Plant Project is the project cost estimation and delivery. The project was based on a straight concept: Dilhasti was designed as a 390MW hydroelectric power plant to be built on Chenab River in the Doda region, The project was supposed to build a hydroelectric generating station, and string hundreds of miles of transmission lines starting near the headwaters of a system of rivers flowing onto the plain south of the mountain region.
II. STATEMENT OF THE PROBLEM:
The site selected for the project came with some serious drawbacks. Its first problem was that it was a disputed border region between Pakistan and India. Constructing such an obvious target as a power plant in the disputed area was sure to provoke reaction by nationalist groups so there needed to be additional costs of security to the site. A second problem was the geographical challenge of creating a large plant in this region with no rail roads or roads, supplies had to be brought in with air transportation.

Due to the location, the Dulhasti Power Plant Project costed more than the estimate. The project manager should have accounted for the problems.

    Outsourcing jobs is a major epidemic facing the American people today, because it is leading to higher and higher unemployment. Many critics argue that outsourcing benefits the American majority because it makes the products purchased at home in America a lot cheaper than they would be.     Harsh geographical conditions pose challenges to producing accurate cost estimations due to the unforeseen costs of supplying the area with adequate resources. For instance, the Dulhasti Power Plant is in a region that has inadequate infrastructure to support such a large undertaking. Rather than simply supplying the project with raw materials such as concrete, wood, stone and steel via trucking or railway it had to rely on said shipments to be brought in by aircraft which is incredibly expensive. Another variable to harsh geographic conditions in the case of the power plant were political. Due to unrest between the separatist forces from Pakistan and the Indian Army, the disputed border region where the plant was constructed needed constant security which was a huge extra cost. Original cost estimations had overruns twenty five times greater, geographic conditions were certainly a large part of the reason.…
