1.0 Introduction
1.1 Background of the Study
TODA was established during the year 2006, by Mr. Alberto Galisim. TODA (Tricycle Operator’s and Drivers Association.) is an organization or association that deals with the processing of tricycle permits within the Makati City area. As of now, sixty four TODAs are registered in the Makati City area. Each TODA has a minimum of twenty five members and each unit have one or two operators.
For the business process of the company, the president which is the founder must first have a minimum of twenty five members, including the officials. Each member will then fill out an application form given by the president which will contain their information. After filling the application form, the members will apply for a barangay clearance, police clearance, OR/CR, Voter’s ID/Certificate, driver’s license and must submit it to the president together with their application form. The president will then list all the members, the officers, the name of the organization, and also must apply for a barangay clearance, police clearance, OR/CR, Voter’s ID/Certificate, driver’s license, then submit it to the secretary in the MATRIFED office. The secretary will then submit it to the president of TODA who will approve their organization. The secretary will then give a list of fees to the president of an organization who will pay for it. The president of the MATRIFED will then state the business rules to the president of the organization.

The president of MATRIFED will then issue a Certificate of Federation to the president of the organization. The MATRIFED will then process the I.D. of each member of the organization. The I.D. will be signed by the MATRIFED president and then passed to the MAPSA to be approved and signed. After signing the I.D., MAPSA will then pass it to the Makati City Hall which will be signed by the mayor. Short Title. – This Act shall be known as the “Barangay Micro Business Enterprises (BMBEs) Act of 2002”. SEC. 2. Declaration of Policy. - It is hereby declared to be the policy of the State to hasten the country’s economic development by encouraging the formation and growth of barangay micro business enterprises which effectively serve as seedbeds of Filipino entrepreneurial talents, and integrating those in the informal sector with the mainstream economy, through the rationalization of bureaucratic restrictions, the active intervention of the government specially in the local level, and the granting of incentives and benefits to generate much-needed employment and alleviate poverty. SEC. 3.
