Expansion in respect of investment and employment is a good measuring rod of entrepreneurial talents, efforts and devotion vis-a-vis overall business environment. The researchers attempted to examine the growth of enterprises of industrial estates of Sylhet division, a natural resource rich and foreign remittance flooded area by using mostly primary and also secondary data. The analysis was done by estate wise, industry wise and entrepreneurs’ immediate past occupation wise examination. The research revealed the facts that proper planning of estate location, favorable business environment and entrepreneurial attitude, talent, experience and efforts has a significant effect in the growth of enterprises in respect of investment and employment. It also revealed that all SMEs are started with underutilization of installed capacity and endeavored to utilizing the capacity by involving more manpower later. Key words: Industrial Estates, BSCIC, SME, Growth, Expansion.

Introduction:
Industrialization is indispensable for economic development of a country. The contribution of industrial sector on the Bangladesh economy has been on the increase. From fiscal year 1980-81 to 2009-10, it showed a steady increase in the industrial sector as share of GDP. According to the BBS data, in 2009-10 fiscal year, the contribution of manufacturing sector to GDP is 17.86% which was 17.9% in the fiscal year 2008-09.(SYB 2010). …………………………………………………………………………………………………… 1. Towards industrialization, a number of agencies have been created with specific promotional roles. Two important industrial clusters for this purpose are BSCIC and EPZ. BSCIC is for development of small scale industries and EPZ for export oriented industries. .Bangladesh Small and Cottage Industries Corporation (BSCIC) is an autonomous corporation under Ministry of Industry. It was established in by an act of the Parliament in 1957 which was later amended in 1992. It is the successor organization of the East Pakistan Small Industries Corporation (EPSIC).(Wikipedia) BSCIC has a country wide network for door step service for entrepreneurs. It has head office is in Dhaka and four regional offices and 64 district offices. It has 74 industrial estates and 15 skill development centers at different place of the country (MIS, 2009).
