The Philippine Bureaucracy
I. The Concept of Bureaucracy

Definition of Bureaucracy
Accomplishing what the government wants to do is the central role of the Philippine bureaucracy. It is being asked to perform functions that markedly affect the lives and influence the future of Filipinos. Bureaucracy is taken mean the ministries, bureaus, agencies, and instrumentalities of the government. It is the formal administrative mechanism through which the different policies, programmes, and projects of the government are carried out. It is also the exercise of power by the officials carrying out the wishes of those who wield sovereign power (Baker, 1972: 34). The bureaucracy is the sum total of all administrative agencies of the government (Blau, 1966: 14). Functions of Bureaucracy The bureaucracy is basically responsible for (1) the delivery of services to the people, such as health and sanitation, construction, maintenance and improvements of roads, bridges and other public works, agricultural extension work, irrigation, electricity and water services, and even the delivery of letters; (2) provides continuity in the government system when the top leadership of the government changes; (3) arbitrates and settles the disputes and conflicts among individuals or groups as discussed earlier in the chapter in the judiciary; (4) provides leadership, initiative and resources in bringing about desirable social change, increasing economic progress, and creating a sense of nationhood; and (5) intervenes in the economy through its regulatory, extractive, supportive, or pioneering functions in order to create jobs, redress the imbalance in wealth , and promote a better quality of life for Filipinos.

II. The Structure and Model of the Philippine Bureaucracy
The administrative structure of the Philippine Government is principally composed of cabinet ministries under the executive branch, which are divided into administrative units called bureaus, commissions, offices, or other

    A bureaucracy is a way of administratively organizing large numbers of people who need to work together. Even though bureaucracies sometimes seem inefficient or wasteful, setting up a bureaucracy helps ensure that groups of people work together in specific ways by defining everyone’s roles within a hierarchy. However, there are three main factors on who will do the leg work to complete the given task: the vigor and vision of their leadership, their resources, and the extent of which elite’s influence implementation. Communication and cooperation through agencies is not uncommon but unlikely due to the fact that agencies are trying to complete their own goals and are not aware they share the same/similar goals with neighboring agencies.     Our book defines bureaucracy as, "a formal organization with a hierarchy of authority and a clear division of labor; emphasis on impersonality of positions and written rules, communications, and records"(177). There are five characteristics of bureaucracies, which are, "1. Clear levels, with assignments flowing downward and accountability flowing upward. 2. A division of labor. 3. Written rules. 4.     In ordinary usage, “bureaucracy” refers to a complex, specialized organization composed of non-elected, highly trained professional administrators and clerks hired on a full-time basis to perform administrative services and tasks.
