Mankind has reached such a point of "offensive" against his nature, that some of the problems of environmental protection and conservation have become universal. Ozone depletion, greenhouse effect amplification, submitting desert, the Amazon forest destruction, impoverishment of biodiversity, both interested in all peoples and countries of the world, calling into question the future of human civilization. More than ever, such universal problems require global solutions!
The concept of "sustainable development" refers to a process and emphasizes the idea of change or development. The strategy follows "to obtain continuous improvement of quality of life", therefore the emphasis is on maintaining the process of improving human welfare. Sustainable development is less a search for a balance, as a dynamic concept that recognizes that change is inherent in human societies.
Demand for natural resources has grown rapidly, exceeding the Earth's long-term capabilities. Degrade biodiversity worldwide and major ecosystems are under pressure from growing larger. Energy consumption increases further. Poverty continues to affect significant categories of the population.
At EU level legal regulations have gradually penetrated more vigorous in preventing and combating pollution or nature conservation, leading to a representative present "Community environmental law" which is an important part of the integration of Central and Eastern Europe.
