A North American Community : A vision
USA, Canada and Mexico have to forge a community. Indeed, the North American agenda includes problems linked to those three countries : Violence, drugs, economic progress, immigration, border security and trade. They have to work together in order to solve them more effectively.
A working North American community should be based on three principles : Interdependence, reciprocity and community of interest. Nevertheless, if a community would be efficient, a Union as in Europe would not be possible, regarding the differences in income, mainly between Mexico and the two others partners.
If NAFTA exists since 1994, numerous barriers made it inefficient.. Indeed, both Canada and Mexico prefer having dual relationships with USA than making an agreement with both of them. Canada has never have strong relationship with Mexico. If this country is very reputed to have a global multilateralism, taking part in all world organization, they never accepted North American agreements. It is said that this could be explained by fear to be linked with Mexico problems as drug-traffic, violence and illegal immigration. Furthermore, the special relationship that Canada has with USA could be threatened if an alliance is made with Mexico. Overall, Canadians believe than taking decisions at two are more efficient than being three. The agreement on soft-wood lumber proved the contrary, being unfavorable to Canada. Mexico, on its side, tried to make lot of proposals by Vicente Fox. Nevertheless, those proposals have all been rejected. They would have cost a lot to Mexico, but the need for the country to join the first world and their acceptances to pay the price of the global competition were the main factors. In the future, Mexico presidents willing to develop agreements will have to convince both the domestic congress and the partners. Finally, USA has still a fear to lose its sovereignty, and is currently more focused on short term crisis... [continues]
