2 The PEACE Domestic Violence Agency has a mission to educate and bring awareness to victims of domestic violence. PEACE is committed to reducing the incidence of sexual assault and domestic violence through education and strives to challenge societal norms and beliefs that condone and perpetuate violence in the community. The needs and expectations of stakeholders such as funding institutions, the targeted population, the program administrator and staff influence program plans in many ways. An administrator and staff of a program influence a program plan because they are the determining factor of whether a program will pass or be denied. A funding institution only has a certain amount of funds that they can distribute. They decide who is eligible to receive funding and need to know who will be receiving services and how many people will profit from the services provided. PEACE Domestic Violence Agency services reduces incidence of sexual assault and domestic violence through educating their clients and bringing awareness to the community they serve. The targeted population influences a program plan because one needs to know how many people need services. The targeted population will be a great start when doing a process evaluation. The characteristics of the targeted population are important. The program will address issues that are pertinent to the group of people they are serving. Knowledge of who the targeted population is helps to determine who is eligible for services. It is also important to know how the people being serviced feel about the program. Customer satisfaction will determine if the program is working but because PEACE Domestic Violence Agency is for families at risk sometimes helping the client with the right services is more important than a client being satisfied. The targeted population definitely influences a program on what needs should be

Each group of stakeholders has his or her influence on the program plan as well as the success of a human service organization and programs services (Yuen/Terao, 2003).…

First, because program staff will be involved in conducting the evaluation, the cost of conducting empowerment evaluation will be minimal as compared to contracting with an independent person to conduct the evaluation. Second, because program staff are involved in the decisions of what to evaluate and how the evaluation should be conducted, the results will be more meaningful to staff for use in program improvement. Program staff will also be more invested in participating in the evaluation. Having staff more invested in a program increases productivity and caring as to what may happen to the program and to the clients that are working with the program. Third, the process of developing the evaluation plans forces the program staff to take a close look at the program services they intend to provide.
