MEANING OF STAFFING- after planning and organizing the next function of managers is to perform staffing function. Through staffing function managers fill all the jobs created by organizing functions. “Staffing consists of manpower planning, recruitment, selection, training, compensation, promotion, and maintenance of managerial personal” Staffing involves “finding the right person for the right job having the right qualification, doing the right job at the right time” Staffing has been described as a “managerial function of filling and keeping filled position in the organization structure “. This is achieved by identifying number of employees required followed by recruitment, selection, placement, promotion, appraisal, and development of personal to fill the roles into the organizational structure. ACCORDING TO KOONTZ AND ODENNEL AUTHORS - “ The managerial function of staffing involves manning the organizational structure through proper and effective selection , appraisal and development of personal to fill the roles designed into the structure “ ACCORDING TO FRENCH WENDELL AUTHORS - “ staffing or human resource management is the recruitment , selection , development , utilization, compensation, and motivation of human resources of the organization. Traditionally the role of staffing was restricted to filling of job position only. But today in the modern concept staffing is much more than filling of job position. STAFFING – The success of any organization does not depend upon the physical or financial resources but it depends upon the utilization of these resources by human resources. So hard working efficient people are the most important asset of an organization. The key to success of any organization is the right person at the right job position. Staffing function is concerned with bringing right and efficient people in the organization. “staffing is that phase of the management which deals with the effective control and use of manpower or human resources “. Today staffing means selection, training, development, compensation, and providing working condition to employees. Due to the increase in number of activities of staffing function staffing is no more routine function of every manager. But specialized and experts are required to perform the staffing function. Large organization prefers to have a separate department to carry on staffing function. This department is known as personal management or human resource development department. “This is all about the meaning of staffing “

Efficient staff can help to attain number one position in market and inefficient staff can bring you down in market. The performance of an organization depends upon the performance of its employees. Proper staffing ensures the followings benefits to the organization: 1. FILLING THE ROLES BY OBTAINING COMPETENT PERSONAL.

Staffing function is needed to fill the job position. There will be no use of job position. There will be no use until these are occupied by employees and it is through staffing function only that employees are appointed to fill the vacant job.


Staffing ensures higher performance by placing right person on the right job by proper recruitment and selection. Employees are given a place according to their qualification.

BY appointing efficient staff, staffing ensures continuous survival and growth of the enterprise. As organization grow with the efforts of its employees only. 4. OPTIMUM UTILISATION OF HUMAN RESOURCE

Through manpower planning and job analysis we can find out the number of employees and type of employees required in the organization. So there are no chance of over manning and shortage of personal. 5. HELPS IN COMPETING
