EXECUTIVE SUMMARY
The Federal Government of Nigeria in collaboration with the European Union initiated a program that is aimed at the provision and delivery of water supply and sanitation services to some selected communities in Adamawa, Ekiti and Delta states to serve as a learning platform towards the introduction of nation-wide water supply and sanitation programme in small towns. The programme was designed to be implemented under a partnership between the European Union (EU), Federal Government of Nigeria (FGN), States Governments (SGs) and benefiting communities. With the withdrawal of the EU from the project when it was still ongoing, the Federal Government has through the Federal Ministry of Water Resources continued with the programme implementation. The programme was designed to achieve the following objectives;

• Test and refine the concept and sustainability of community ownership and management of water supply and sanitation systems in small towns,

• Establish and test institutional and governmental structures needed to assist communities to obtain water and sanitation facilities in a demand-driven way,

• Develop financial arrangements for cost-sharing by communities and government, and

• Test the availability of and scope of private sector participation in planning, design, construction, and operations management, based on a system of contracting by consumer associations.
