Sigma Improvement Process
Tollgate Review Guidelines - DEFINE

These guidelines are intended to prompt discussion between Project Sponsors and Project Managers. They are suggested questions only.

DEFINE

Project Definition

1. What is the problem being addressed? Where, when and to what extent does the problem(s) occur? What is the scope of the project? Has another improvement team tried to solve this or a similar problem? What did they learn?

2. What is the business reason(s) for completing this project? How are they compelling for the improvement team and the management team? How are they tied to strategy?

3. What are the objectives (in measurable terms) of the project? Is the goal achievable in the timeframe established?

Methodology

4. Describe how you developed the team charter. What importance did the team charter have for the team? What worked well? What problems did you have with developing the team charter? How did you overcome them?

5. Who are the members of the team? What are their roles and responsibilities? How did you ensure that they understood their roles and responsibilities?

6. Are key milestones established for each phase in DMAIC? Have you begun to develop a project workplan using the Project Summary template? How did you develop milestones?

7. Describe how the high level “as-is” process map was developed? How did you validate the process map?

8. Who are the customers? How were the customer segments determined? What data is being collected to understand customer requirements? How did you translate customer input into requirements?

Building Organizational Support

9. Who are the stakeholders that will be affected by this project? What data is being collected to understand their concerns? How will you use that data to address their concerns, find ways to get them involved in the process, and minimize resistance?

10. How will you communicate with the stakeholders? What is your communications plan for the project? What feedback mechanisms will you use to track its effectiveness?

11. What are the likely barriers to change based on your stakeholder and communications feedback?

Project Evaluation

12. What “quick-hits” have you found, how were they implemented and what did they contribute to the project objectives? How did this contribution compare to expectations? How have stakeholders responded to implementation of the “quick hits”? What barriers to implementation, if any, arose? How did you overcome them?

MEASURE PERFORMANCE

Project Definition

1. Have you made any revisions to the charter? How have you changed the objectives? How has the scope changed?

Methodology

2. What input, process, and output measures are critical to understanding the performance of this process?

3. What are the definitions of defect, unit, and opportunity that are used to calculate process sigma levels?

4. What is your data collection plan? How much data did you collect? How did you sample? What stratifying factors did you consider? Which ones were relevant for your analysis?

5. What have you done to assure the reliability and validity of the measurement process?

6. What is the current process sigma level and goal for this project? What display tools were used to show the performance of the process?
