Why do development projects generally fail to achieve their defined economic objectives ?

The Gartner Research Group (USA) reports that :

“close to 30% of projects are never successfully completed, wasting about US$75 billion annually, and a startling 51% of projects exceed their budget by 189% and deliver only 74% of expected functionality. While these data are astonishing in themselves, the greatest contributor to project failure can be explained by one factor
– Poor Project Management”

“Caribbean Governments (and by extension Caribbean organizations) could improve their economic performance in development programmes by strengthening the methods, standards and systems used in their Planning and Development Framework”.

This will provide for more efficient use of capital development funds and contribute to an acceleration of both the pace and sustainability of net economic development in the Caribbean Region”
