The small landlocked country in Central Africa had never received a lot of foreign attention until the day that a plane crash in its capital city Kigali became the starting point for one of the most severe genocides in human history. What happened in Rwanda between April 6 and July 19, 1994 changed the demographic landscape of the region forever. The decades of Hutu and Tutsi rivalry in Rwanda culminated in a mass killing of the Tutsi minority in the country, where within three months more than 800,000 people were killed and more than 2 million people were displaced within the country or were driven to the gigantic refugee camps in Rwanda’s neighbouring countries (Millwood, 1996, p. 334).
This paper will not go into the detailed analysis of this conflict and the resulting genocide, but will direct its focus on a particular set of causes. Whereas most scholars have analysed the conflict in regards to the passive role of the international community and in regards to the ethnic dimension underlying this conflict, this paper will shed light on the conflict from a different angle. This paper will analyze the conflict in the light of post-modern developments such as the occurrence of a supranational economic and political order, the occurrence of mass media and new communication technology, the permeability of national borders and the growing insignificance of central national governments. These post-modern developments have been summarised under the term globalisation. The main feature of globalisation is the penetration of politics and governance by non-state actors and the weakening of the role of the nation state. This paper will show to what extend the genocide of Rwanda in 1994 was influenced or even perpetuated by globalisation (Kaldor, 2006, p.72).
