ABSTRACT In Tanzania while the performance of the financial sector has improved significantly as a result of liberalization, poverty in rural areas is still a very big challenge. According to indicators of income poverty there is a growing disparity between urban and rural population, as well as across and within regions and districts in Tanzania; the urban poor constitute about 13% compared to 87 % in rural areas (URT, 2010). According to the Household Budget Survey (HBS) (2000/01) the proportion of the population below the national food poverty line is 18.9 % and that below the national basic needs poverty line is 35.7%. The study will be conducted in four villages of Mbozi District in Mbeya region namely Vwawa, Malonji, Mbozi mission and Isangati. Main objective will be to assessing the role of cell phone banking in rural areas poverty reduction basing on two specific objectives which includes: To asses’ contribution of cell phones banking on employment creation and to assess the operating capacity of cell phones banking agents in mbozi district. The study will be guided by a descriptive research design; the target population of this study will be 46,683 households and 184 Cell phones banking agents from four villages where by sample of 84 respondents will be selected. Sampling strategy will be simple random and judgmental sampling techniques. Both primary and secondary data will be used and collected by using combinations of questionnaires, interviews, documentary review and observation while accompanied by detailed field work. Collected data will be analyzed by using statistical package for social science (SPSS) then results will be presented in the forms of tables and narration. Findings of the study will be for improve provision of cell phones banking cellular phone companies to decide on the best approaches to improve the provision of cell phone banking services in Mbozi district. To policy makers, will be vital for taking appropriate actions toward establishment of comprehensive and sustainable financial programs for the development of rural sectors and poverty reduction so as to realize Tanzania development vision 2025 and millennium development goals. To researchers will be a directive for further research and critical analysis of the subject matter concerning about the role of cell phone banking in rural poverty reduction. i
