1) Why is needs assessment information critical to the development and delivery of an effective HRD program? Human Resources training and development program include several main steps, there are needs, design, development, delivery and evaluation. Some people have confused that why should decide needs of the first Human Resources Development program process, i think needs activities produce many assessment information and identification of the organizational needs for development and delivery helpful. According to needs assessment is a systematic inquiry of training needs within an organization for the purposes of identifying priorities and making decisions, and allocating finite resources in a manner consistent with identified program goals and objectives. Needs assessment result help that to find out ‘gap’ between required and present competence of employees, it guides to select content of training program. In addition collected information can be used for future purposes and helps to set objectives of the training. If effective needs assessment should performed three levels, development and delivery will processing successful. Organizational assessment evaluates the level of organizational performance, will determine the skills, knowledge, and ability needs of employees. It identifies what is required to alleviate the problems and weaknesses of the organization as well as to enhance strengths and competencies. Organizational assessment takes into consideration factors such as policy trends, technology, and the economy. Task assessment examines the skills, knowledge, and abilities required for affected occupational. Occupational assessment identifies how and which occupational discrepancies or gaps exist, as well as examining new ways to do work that could fix those discrepancies or gaps and prevent performance problem. Individual assessment analyzes how well an individual employee is doing a job and determines the individual's capacity to do new or different work. Individual assessment provides information on which employees need training and what kind. If needs assessment information have different changes, will affected each details in development and delivery step. Example of when received new information about employees learning trend and culture, so we should amend development technique or delivery method to approach the objective such as On-the-Job training, Off-the-Job training, increase to motivate the trainees. A needs assessment is an important part of the planning process for development and delivery, then provide improvement and update assessment information in development and delivery. It can be an effective tool to analysis training deficiency and identify appropriate interventions or solutions, perform effective Human Recourses Training and Development program that with the right training at the right time in the right place.
