A representative [or diverse] bureaucracy
is essential to democratic governance in a
diverse society, and it is the responsibility
of government to be a model employer
that
exemplifies
progressive
human
resource management practices (Agocs,
2012).

Nigro
argues
that
“public
bureaucracies must be representative of
the people they serve”.

A bureaucracy which truly represents
all segments of the population can
best serve the interests of the people.

public sector that more equitably
represented the various population
groupings in the society.

Representative Bureaucracy:
Definition
1)

“the restructuring or constituting of the public
bureaucracy such as its staff are drawn from all the
groups that make up the society”, (Dauda , 1990).

2)

A representative bureaucracy may be defined as a
public
service
whose
members
reflect
the
demographic composition of the population it
serves, and to which its policies apply. To be truly
representative, a public service would include
members of significant sectors of the population
throughout
its
workforce,
including
senior
decision-making positions, not just in lower
ranking jobs (Gidengil and Vengroff 1997).

whose
members are invested with the authority
of the larger, or principal body, and to
which it is responsible and accountable”.
