PUBLIC ADMINISTRATION

Two people cooperate with each other in certain objective called administration. •Management of men and material is called administration and it’s in broader context called Public Administration. •Alexander Hamilton given philosophy of public Administration. All administration is undertaking for common good. All Governmental activities regarded for public called Public Administration. •Public Administration always works for general welfare to achieve the goals.

SCOPE OF PUBLIC ADMINISTRATION
LUTHER GULLICK presents Scope of public Administration, he proposed POSDCORB FORMULA which defines Scope of Public Administration.

P= Planning,is basic part of administration and a key of door to enter the Good Governance. There should be Proper planning, through which organization achieve many savings of time, energy and finance.

O= Organizationstructure of the organization should be predefined in planning, administration should know who command whom or who assist whom, how to work and what to achieve.

S= Staffingevery organization is run by human being. Staffing should be on merit, educated and qualified staff should be inducted. There should be a proper system how to induct, train and motivate to staff.

D= Directionproper direction from top to bottom should be delegated to whole administration and every person should know what’s the goal and how to achieve.

Co= Co-Ordinationthere should be inter relationship among the different unit/part of the organization.

R= ReportingProper relationship from top to bottom and bottom to top. Flow of information is necessary to decision making, there should be proper linkage.

B= Budgetingwithout finance any organization / administration can’t survive, there should be proper management of finance.

Critics: LUTHER GULLICK emphasizes “POSDCORB “explained whole scope of Public Administration. But some scholars deny, they pointed that human being is a basic part of administration and it should give importance but POSDCORB given the importance to structure very much. There should be,

K= KnowledgeKnowledge of working, particular department, Organization is very necessary.

E= Environment Organization does not working in vacuum. There should be working environment by the human nature which is very complicated.

RELATION BETWEEN PUBLIC AND PRIVATE ADMINISTRATION
FAYOL:There is no need of separate science to explain both of them.

GLADDER:Administration means manage the problem of people. Those problem manage by government is called public Administration and those by private sector called private administration.

1- EFFICIENCY ORIENTATED APPROACHES / METHOD: Early scholars’ emphasis that politics should be distinct to administration and administration should be free from political influence. Politics (public representatives) should make the policy and administration implement the policy and no interference with each other. CRITICS: Modern scholars deny, they pointed that politics and administration working for same goals, to serve the nation and this is not possible to distinct them, politics is based on public representatives and administration is based on public servants and both accountable to public.
