PURPOSE AND OBJECTIVES
There is an alarming increase in delinquency from youths as well as adults, in our beloved country, Trinidad and Tobago. According to the UNICEF report, “Caribbean youth perspectives on violence” (2005 document), it stated that there is the phenomenon of violence with student population is on the increase. The violence was linked to the increase incidents of gangs and the increase in gang-related criminal activity. In the Daily Express dated March 31st,2013, Trinidad and Tobago has been rank the third fattest country in the world behind Kuwait and the United States of America, who are the second and first place respectively, this was the finding of an article published in the, “The Mail” in the United Kingdom. In Trinidad and Tobago there was an average body mass index of 26.6 for men and 30.6 for women. There is now a greater need for recreational facilities as this would reduce obesity and eventual high cost in medical maintenance of citizens. It is obvious that we as a nation should take an in-depth look at our present situation, and do our best to bring about solutions that would affect on society positively. It is our purpose to propose a solution that will help to curb violence from the grass root level. One such proposal is to incorporate recreational facilities in our parks. Recreational programs is essential as they provide youth as well as adults with meaningful activities in which to participate, make friends and stay away from potentially violent unhealthy environments.

BACKGROUND AND SITUATION
The park for potential upgrade is located in Dass Trace, Enterprise Village, Chaguanas. There is a small, but growing community close to this park. There is also a major Housing Development Corporation (HDC) project in this area, and very soon a significant amount of people that there will be homes allocated. Therefore, a great need arises to incorporate recreational facilities that both the youth and adults could benefit.

PROJECT SCOPE
It is noticeable that the lack of these facilities is one of the main reasons why teenagers do not get involved in recreational activities, according to a study commissioned by the government of Ireland. The research found the most popular recreational facilities among teenagers would be a comfortable place where they can “hang out” with friends without getting in trouble. Youth clubs and sporting organizations are good example of such facilities. However, in order to attain proficiency level in joining or forming sport teams, we need to encourage the young to have an appreciation for the outdoor. In today’s world, as my own personal observation, once there are computers in the home, children are contented to take part in social networks, games and illicit site, rather than to have a run around the park. There are necessary skills, physical development, social and emotional development and the spiritual well being that is gained as a result of these recreational facilities that will impact on the individual and would definitely be used later.
