Project Summary
E-voucher management system project is a nonprofit project for development and implementation of a computerized system for managing kilimo kwanza vouchers. The motivation for proposing this project results from the fact that, the current vouchers for farm inputs are very expensive to produce; in most cases, the process of producing and distributing the vouchers takes excessively long time in such a way that, they delay to reach the targeted farmers. Moreover, there are complains that, some vouchers are forged and thus weaken the kilimo kwanza initiatives. Kilimo kwanza is a project funded partly by the World Bank and partly by the Government of Tanzania. The funds enable the supply of subsidized farm inputs and implements to farmers. This particular project is proposed as subproject within kilimo kwanza project which will ensure an efficient way of distributing electronic vouchers (e-vouchers) to farmers in a timely manner. This project proposes a development of a system which will reduce the theft of vouchers, a problem which has been reported. The proposed project is in line with kilimo kwanza pillars in which, one of the pillar insists the application of technology in agriculture activities. Thus, the application of ICT in managing vouches complies with one of the kilimo kwanza pillars. This project is proposed to run for a total of five years. The first two years will be spent for system development. The remaining three years are for operations. Thus, project schedule is shown for the first three months only since the remaining two years have similar schedule as the third year. Background Information

Kilimo Kwanza Concept
Agriculture plays an important role in poverty reduction, particularly in poorer countries such as Tanzania where the majority of people depends on agriculture for their livelihood. In Tanzania, the largest population is found in rural areas. Moreover, in rural areas the largest population engages in crop production. Thus, it is possible to improve the standard of lives of Tanzanians by focusing on improving agricultural activities. Kilimo kwanza is a national resolve to speed up agricultural revolution. Farmers, specifically crop producers are given access to subsidized farm implements and agricultural inputs. Farmers are given a paper printed voucher which the farmer is supposed to handle it to an approved agro dealer in an exchange for farm inputs.
