Introduction
The municipal government of Toronto consists of 44 elected councilors (representing around 55,000 people each), who along with the mayor, make up the Toronto City Council. The City of Toronto represents the fifth largest municipal government in North America, and has an operating budget of CAD 7.8 billion. The regional government, which now includes East york, Etobicoke , Forest Hill, Leaside, Long Branch, Mimico, New Toronto, North York, Scarborough, Swansea, Toronto, Weston and York was created in light of the need for more coordination of city services. The framework for procurement activities for the City of Toronto are determined by the Toronto Municipal Code, Chapter 195 (Purchasing By-law) and Chapter 71 (Financial Control By-law), along with various policies (such as Canadian Content, Fair Wage, Policy for the Selection and Hiring of Professional and Consulting Services, Code of Conduct for Council Members, Conflict of Interest, Lobbyist Disclosure) approved by Council, as well as administrative procedures/directives issued by the Purchasing and Materials...
