A. This model was developed by Scott Isaksen and Donald Treffinger as described in the book "Creative Problem Solving: The Basic Course (1985), and it is a process model that is mainly used in some municipalities.

The first step of the module helps us to identify and acknowledge the situation that demands our attention first before we can proceed; we have to define the detail of the situation we are trying improve. Then step 2 is once the situation is defined, the next stage involves taking a detailed stock and collecting information, knowledge, facts, feelings, opinions, and thoughts to sort out and clarify the mess more specifically. What do we know about the situation and what do we still need to know?

Step 3 is after the data is collected, we need to formulate a "problem statement" that expresses the "heart" of the situation. This step clarifies the real problem and helps in understanding the depth of the problem. This will also assist with unearthing the underlying courses of a problem and lead to key factors for consideration.

After understanding the real problem we get to the point in which you brainstorm as many ideas or alternatives that are realistic for dealing with your problem statement as step 4. Make a list of all ideas and variety of solutions to be employed to solve a problem. We don’t have to evaluate these problems in terms of practicability but put all ideas in a pool to use as a resource pool.

Under step 5 we now have a number of ideas that can serve as possible solutions to your problem; it's time to evaluate them systematically. To do this you have to generate a variety of criteria and select the most important for your problem.
