Executive summary

In this time of economic downturn EDU finds itself in a situation where IT senior management has expressed a need to evaluate how to be more proactive in order to enhance its competitive edge. In order to help senior management define a need that will enable them to do this I asked myself what the most common problem I have observed when trying to meet project deadlines. The answer is insufficient availability of human resources.
The IT Division needs to be able to meet their project deadlines in order to support the needs of our students, faculty and staff. Without the proper infrastructure EDU can not provide its students with the quality education they are here to obtain. Given our current situation there is no funding available to hire more resources. In order to address IT’s need to manage the resources we have on hand more efficiently and effectively I have proposed the purchase and implementation of a human resource management software tool.
This document is a project proposal that defines the process to conduct a project that will allow IT to research HR management software, procure the software and then implement it for IT use. Within this document I have included a project charter that formally authorizes the project and authorizes the project manager the ability to conduct and maintain the project processes in order to meet the stakeholders needs and expectations.
Next there are elements of the project scope that include a work break down structure (WBS), WBS dictionary and responsibility chart. The WBS charts out the work to be executed by the project team in order to accomplish the project objectives. The WBS dictionary provides a description of the work that is charted in the WBS. And the responsibility chart designates the team member or department that is in responsible for delivering on each objective.
