CHAPTER I
The Problem and Its Background
Introduction
Education is instrumental in harnessing man’s potentials and capacities to make him a productive and effective member of society; hence the total development of the individual is the ultimate aim of education. Thus, schools were established in all feasible areas to quench man’s quest for further knowledge and optimum development. In effect, awareness to the significant benefits of education directed the school towards offering different courses, specifically in the tertiary level. One of such education is Criminology, a highly intellectual field, especially because the majority of the job’s responsibilities rely on determining and analyzing criminal patterns. According to Agas (2008), criminology focused on the study of crime, the causes of crime, the meaning of crime in terms of law, and community reaction to crime. It also deals with the scientific study of criminals and criminal behavior. Criminologists attempt to build theories that explain why crimes occur and test those theories by observing behavior. This course focuses on such topics as criminal jurisprudence, criminal sociology, crime detection and investigation, drug education and vice control, law enforcement administration, correctional administration, industrial security management, probation, and juvenile delinquency. As such, criminology students shall pass all of the General Education and Professional subjects and undergo Comprehensive Review to be more capable of passing the Licensure Examination. General Education subjects like English, Mathematics, Filipino, and Science serve as the basic foundation of learning in other subjects in the curriculum of BS Criminology like technical report writing which helps the students to be aware of what is the actual way on how the police officers made blotter and police report writing, while mathematics may help the students to think critically and logically that is needed in police works. On the other hand, professional subjects are those which are related to the chosen course, as the focus of the study is only those areas. One of the professional subjects includes Crime Investigation and Detection which is composed of six (6) areas which pertains to the modern techniques in crime detection and investigation, techniques on how to work, preserve and pack physical evidences and how to obtain information, the methods of surveillance; stakeout, apprehension of wanted persons, rights of the accused under the Philippine Constitution in relation to the traffic operation and accident investigation; fire technology and arson investigation. Secondly, Crime Sociology and Ethics as one of the professional subjects of BS Criminology focuses on the concepts of crime and criminology, theories of crime causation, crime topologies, the criminal justice system, juvenile delinquency and the juvenile justice system, human behavior and crises management, police ethics and community relations, and current police issues. Third was Correctional Administration that focuses on the history punishment from past to present, their theories and philosophies, the management and operation of all institution and community based correctional system, diagnosis, classification and handling and treatment of offenders and their rehabilitation programs and activities and how the principles of correction was applied to the Bureau of Correction, PNP, PPA, BPP and DSWD and other Correctional agencies manual. Fourth is Law Enforcement and Administration comprising six (6) areas that deal primarily on the actual police works, management of the organization, recruitment, promotion and attrition system in the PNP, police planning, the scope of police patrol, police intelligence , security system and the management of police personnel.
