The state-run Coal India Ltd (CIL) has invited expression of interest (EoI) for the appointment of consultants to suggest strategies for technological advancements in underground and opencast mines.

The consultants are expected to suggest strategies covering the entire gamut of mining activities including coal evacuation and handling systems, coal benefication, environmental management, mine reclamation and mine closure.

CIL, which has set an ambitious target of increasing coal production to 520 million tonne by 2011-12 from the present level of 363 million tonne, also wants the consultants to provide assistance in preparing a realistic roadmap for implementation of relevant technology on mine-to-mine basis and defining a suitable organisation structure.

According to sources, CIL proposes to close a number of smaller mines and open up new mines of larger size in order to make the ambitious coal production target achievable.

Expansion of some identified mines is also on the anvil. “It is therefore, necessary to review the prevalent technology scenario covering entire gamut of mining activities in the existing mines and the cases of those mines which are at various stages of planning and project formulation needs to be critically examined. Consultants are also expected to suggest human resource development plan commensurate with the suggested technology on mine to mine basis,” sources said.

The company has given higher emphasis so far on opencast mines due to fast growth and high economic returns. During 2006-07, coal production from underground mines was only about 12% of total production. Of the 363 million tonne produced in last fiscal, contribution of opencast mines was as high as 320 million tonne.
