V. PROJECT DESCRIPTION A. DEVELOPMENT OBJECTIVE:
Caoayan, is a 4th class municipality in the province of Ilocos Sur. Because of its geographical location, fishing has been the main source of livelihood of the inhabitants. With the establishment of aquaculture and fish cages along the Mestizo River, fish production is an urgent remedy to address widespread decline in marine resources and the need for sources of income by the locals especially those who live in coastal fishing communities.
The local government of Caoayan, Ilocos Sur is addressing its poverty level by promoting its fish industry and by developing Food Production Programs to sustain economic crisis. The municipality is therefore seeking for those who have the capital to invest in this program and be a helping hand to the community. (See APPENDIX A and B)

B. SPECIFIC OBJECTIVES: To strengthen the fish industry of Caoayan, MBA Partnership is formed to capitalize in TILAPIA FARMING along the mestizo river in barangay Cal-laguip. Through this investment, aside from the purpose of profit, it

    Thirty years ago, Apo Island faced a catastrophic decline in the seafood. This decline was linked to rapid population growth combined with destructive fishing methods such as dynamite or cyanide fishing, small gill nets, deep-sea trawling, and muroami. Scientists from a nearby island collaborated with Apo locals to devise a plan to reestablish the fish supply. With the implementation of the suggested reserves, fish populations excelled in a short period of time. In addition to the reserve plan, a low-impact fishing methods were implemented. This includes fishing methods such as hand-held lines, bamboo traps, large mesh nets, spearfishing. The direct effect of this was the increase in available fish supply. This allows locals to gather fish much easier with this increase in supply. Now that they don’t have to spend as much time getting fish, they have more time to devote to building the economy in their area. The much improved area and new infrastructure brings additional people into the area. Tourists come to visit the area and produce income from the area by means of diving and touring as well their time and money spent in hotels and restaurants.…
