Case:
The case happened actually in my workplace. One particular colleague has been connected with the City Government since July of 1994. He first worked as a Contractual Clerk and was promoted as Liquidating Officer of the Treasurer’s Office in year 1997. His work load includes liquidation of collection of all revenue collectors of the city hall, deposit collection on a daily basis to designated bank, check business license requirements and issue business license fees receipts, and prepare reports as follows: Record of Collections and Deposits, Accountable forms report for the Commission on Audit, and Statement of Income and Expenditures report for BLGF.
He has set as his goal to be promoted as Local Treasury Operations Officer where he would have the opportunity to learn more about treasury operation’s enforcement of real property and business taxes and other related works in a supervisory level inside the office and outside on field works. However, promotional opportunities are very rare in the government. He had the impression that seniority and office politics are more important to obtain a promotion, rather than work ethic or experience. And he has chosen not to engage in office politics and therefore has been in the same position since 1997 doing the same type of work. He has been effective in his tasks but has not received any single recognition or appreciation from his department head.
Although his work ethic was strong and he is truly concerned about the city hall, he was extremely dissatisfied with the department where he worked and no longer tried to go ‘above and beyond’ in order to complete his duties. And then he decided to leave the local government in year 2009 for an opportunity to work in a private company with my other colleagues who were also dissatisfied with their work.
