INTRODUCTION

The office was established in 1957 when Malaysia already gained independence. Malaysia practices a constitution monarchy since the independent day which has two levels. First is federal level and second is state level. In federal level, the head of state is still the King but the head of government is the Prime Minister. In state level, the head of a state either Sultan, Raja, Yang di-Pertuan Besar or Yang di-Pertuan Negeri. In these states there are no Rulers and the head of the government is the Chief Ministers (Menteri Besar/Ketua Menteri). Since 1993, the full title for Yang di-Pertuan Agong is Seri Paduka Baginda Yang di-Pertuan Agong (His Conqueror Majesty The Supreme Lord of the Federation). Prior to that the honorific Ke Bawah Duli Yang Maha Mulia ( The Dust Under The Feet of His Majesty) was also used before this. Meanwhile, for the wife or the consort of Yang di-Pertuan Agong is Raja Permaisuri Agong (Queen Lady Consort). Tunku Abdul Rahman was the first Yang di-Pertuan Agong and he was the first one who suggested the rotation system that he borrowed the idea from Negeri Sembilan where the chiefs were from nine regions. They took turns to be Yang di-Pertuan Agong and the next King will be determine by the Conference of Rulers through a rotation system that originally based on seniority and varied by the Conference whose decision is made via secret ballot among its members but only the Rulers are eligible to vote. The Constitution determines whether a Ruler is suitable or not to be a Yang di-Pertuan Agong based on the weakness in their mind, body or for any other causes to exercise the function of the Yang di-Pertuan Agong or the Ruler is suitable or not to perform duties as a Yang di-Pertuan Agong. This only can be carried out if at least five members of the Conference have voted in favour of it. Furthermore, only the Constitution sets that the power of the federal government is held by the King and he will exercise it based on the advice from the Federal Council of Ministers and Prime Minister who appointed by Yang di-Pertuan Agong among the elected members of Parliament.

THE CURRENT YANG DI-PERTUAN AGONG

Duli Yang Maha Mulia Al-Wathiqu Billah Tuanku Sultan Mizan Zainal Abidin Ibni Al-Marhum Sultan Mahmud Al-Muktafi Billah Shah is the 16th Sultan of the state of Terengganu, Malaysia, and the 13th Yang di-Pertuan Agong in the country.

ELECTION OF YANG DI-PERTUAN AGONG

The system of elective monarchy is rare. The few sovereigns chosen via this system includes the President elected by the Emirs of the United Arab Emirates (UAE). The same member state always supplies the monarch, as did the Austrian archducal Habsburg for centuries in the Roman Empire.
