COMPARATIVE ANALYSIS OF PHILIPPINE NORMAL UNIVERSITY AND BICOL UNIVERSITY- COLLEGE OF EDUCATION’S PHILOSOPHY, VISION AND MISSION

Philippine Normal University

Philosophy
The Philippine Normal University upholds the dignity of man which is the foundation of human rights, brotherhood, freedom and democracy. It is committed to the development of Filipino Educators, specialists and managers who are exemplars of academic excellence in leadership education.
Vision
PNU shall become internationally recognized and nationally responsive teacher Education University. As the established producers of knowledge workers in the field of education, it shall be the primary source of high-quality teachers and education managers that can directly inspire and shape quality Filipino students and graduates in the country of the world.
Mission
PNU is dedicated to nurturing innovative teachers and education leaders.

Bicol University – College of Education Vision
Revolving around the theme "Productive Scholarship towards Attainment of Regional and National Goals", Bicol University envisions.
A UNIVERSITY SYSTEM OF EXCELLENCE dedicated to the generation, enhancement and transfer of knowledge and technology, employing state-of-the-art facilities and learning approaches through competent management, and teaching and non-teaching personnel committed to the development of productive scholars imbued with moral and social conscience to sustain regional and national development.
Mission
Abiding by the constitutional provision that the "State protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all" and the declared policy of the State "to establish and support a complete and integrated system of education relevant to the needs of the people and society" (Republic Act 8292), Bicol University, created by Republic Act No. 5521 continues to pursue its mission of:
...primarily giving professional and technical training and providing advanced education and specialized instruction in literature, philosophy, sciences and arts, besides providing for the promotion of scientific and technological researchers.

Comparative Analysis
As the National Center for Teacher Education, the PNU aims to extend or share also its philosophy, vision and mission to its national college linkages in which Bicol University is included. The PNU will serve as the model university in initiating strategic partnerships and collaborative projects and programs and in participating in national conference and forum. It should be the primary source of high-quality education teachers that will later on inspire other schools to also nurture their own.
On the other hand, the Bicol University- College of Education, as one of the national linkages of PNU, should follow what would the National Center for Teacher Education would do. In order to nurture an innovative teachers and education leaders, BUCE should set first what is an effective teacher for them; which is, as mentioned in the philosophy of PNU, an effective teacher should uphold the dignity of man which is the foundation of human rights, brotherhood, freedom and democracy”. Both universities abide to the constitutional provision that the "State protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all” and therefore take actions to the need of the society for a proper education. Both universities should be united as one and help each other to meet what they are envisioning. Personal Reflection After reading the Philosophy, vision and mission of both universities, I realized that a good school comes when they know what they are aiming for; what are their goals. Schools especially schools focusing on education course, should not be established just because the State is obligated to let their children be educated but rather aims to mold teachers and leaders to educate the next generation. Schools should not compete with each other rather unite to uphold a proper education for all. Schools should not just stop from envisioning rather take actions to achieve what their vision is.
As a future educator, I should also know what my school aims for. This would be connected to what I aim for personally. I should not just study to graduate and have a job but rather study for the betterment of the Filipino children and the country.

Entering Bicol University College of Education is not an easy decision, why? Because BUCE has a high standard of education and it is known as the “Center of Excellence”. And being a part of it was a hard challenge for me. Let’s focus in the phrase “Center of Excellence”. Three little words but it has too much meaning. Natalia et al, 2006 once said that “Teaching profession has a unique standing among the professional fields. Education student do not begin to study their field with a blank mind but from a prior impression about what teaching means. Unlike other fields where student have not come into contact with those practicing, education students has personal experiences with different teachers. Before deciding to become a teacher, the students usually have opportunity to learn about teaching as profession. They know much of what a teacher does and have witnessed several teachers doing teaching practically.” So, what was this mean BUCE being the “Center of Excellence”? I do believe that BUCE being the Center of Excellence must facilitate the collection of standards and practices throughout an organization. They must produce globally competitive graduates. I have a professor who says that we must compete for our future and to be globally competitive students. But in my own perception we don’t need to compete for our future, and if we keep on competing with others there will be no peace at all. The problem is not the University but the students. Bicol University is known to provide good quality of graduates. This University does not only aim to…

Historical, Royal, Pontifical, and Catholic university of the Philippines, not mention the whole of Asia. It is what defines our beloved university up to this day, when the Catholic community is already wide spread in the world, that UST is really something to look-up to. Not only for the history it has, but also for it’s culture of excellence when it comes to scholastic records. UST’s self-determination with the influence of God is the most distinguishable distinction of our university when compared to others. UST is like a drop of blood that is mixed with water, easily seen, one cannot mistake it as another. And in this distinction comes many benefits to its students and faculty members; the students receive quality education, one of the best in the country, not only for nourishing our future, but also our spiritual sense for UST is a Catholic university; the students also, in a sense, relives the time in our history when the Spaniards rule over the land, for UST is also full of treasures of the past, memories that the administration had not failed to preserve in all of UST’s centuries.
