Liberal Democracy’s Dilemma: Individualism, Pluralism, and Toleration

“Liberal democracy’s dilemma is how to reconcile individual autonomy with group membership in a pluralistic society” (PLSC 420). For Michael Walzer the dilemma of liberal democracy is solved by tolerance. Walzer defines toleration as “…the peaceful coexistence of groups of people with different histories, cultures, and identities, which is what toleration makes possible” (Walzer, 2). In this paper I will use Walzer’s ideas on tolerance to address the issue of toleration in a liberal democracy. In addition I will discuss what I see as the challenges to tolerance in today’s society. Finally, I will suggest some solutions to the challenges facing tolerance. However, before I began my discussion of Walzer I will point out some problem issues in his book. My issues with Walzer stem from how he uses certain terms when dealing with hot button issues. I have three problem points with Walzer’s book one, his historical shortsightedness, two the mislabeling of Afrocentric education, and three the misuse of the term reverse discrimination. These three points can cause the reader to misunderstand his intentions. In my view, Walzer has written with degree of historical shortsightedness in his discussion models for governments. On page 15 of On Toleration Walzer writes “…settled imperial rule is often tolerant.” In this statement he makes light of the political repression, corruption and wars of conquest that led to the formation of the multinational empires. At another point in the book Walzer calls an Afrocentric education, educational separation. (Walzer, 75) Using Molefi Asante’s definition of an Afrocentric education, I would like to clarify what is an Afrocentric education. “Afrocentricity is a frame of reference wherein phenomena are viewed from the perspective of the African person.     African American Studies arose from necessity because of the biases in the American education system. To respond to and attempt to rectify these biases, African American Studies became an educational field in which students could examine history through a new lens; a lens that allowed for closer examination of the experience of African Americans in the United States, a subject which had previously been miniscule.     The notion of liberal democracy consists of two components- one, “democracy”, referring to a political process, and the other, “liberal”, referring to a political outcome. The argument that it is a contradictory notion lies in the fact that to presuppose or predefine politcal outcomes as liberal (consistent with liberal principles of individual autonomy, freedom from coercion, and equal and inherant rights) appears incompatible with the political process of democracy- under its literal definition meaning “rule of the people”. There is no apparant reason why the “rule of the people” will necessarily produce a society which is liberal. Might the people not instead choose illiberal political outcomes? Indeed, empirical analysis of political systems around the world suggests that illiberal democracy is the reality of many of them. However, an examination of some of the prominent theories of democracy reveals common liberalist themes running through the various definitions of, and justifications for, democracy. Theories of democracy as a system of balance are those that come closest to recognising the potential contradiction in the notion of liberal democracy- arguing that democratic rule must be underpinned by constitutionally protected bodies of rights in order to ensure desirable political outcomes. Clearly, understandings of the notion of democracy itself are crucial to the question of whether liberal democracy is a contradictory notion. Another crucial question is how the notion is used. If used as a descriptive term, it would appear entirely valid- many political systems may reasonably be described as liberal democracies. If however the notion is used prescriptively, at once prescribing a political outcome (liberalism), and a political process by which the “people” decide outcomes, the inherant contradiction is more clear.…
