The United States government is the largest single purchaser of goods and services in the world. Even during times of economic hardship, the US continues to dump billions into the private sector. The federal procurement spending rate of growth has surpassed the rate of U.S. inflation every year, since 2000. With annual federal procurement budgets of more than $400 billion, it is no surprise that the competition for government contracts has increased tremendously. Consequently, more and more companies are trying to get a piece of the action. When these companies adhere to all of the required regulations and statutes, they expect their proposals to be evaluated and the contract awarded in a fair and unbiased manner (Nacke & Ralston 2011).…

With the increased globalization, competition and complexity in global supply chains, more companies have realized that supply chain management is critical to the optimal organizations overall operation. In anticipation of a change in needs I would utilize the management process known as Agile Scrum methodology. This type of management process allows constant communication between the buyer, or the “product owner” and the seller, or the “scrum team”. This is a management process used widely in the development workplace. This allows the team to focus on short term goals within 1 to 2 week iterations known as sprints. If the buyer, BBI has changes that need to be made to the expectations, then the team would be able to change that on the fly, rather that starting from the beginning. The plan is to build things separate and then put the pieces together, rather than building one system on top of another. This way, all members of the team have their deadlines and goals set, and the team can multi task. And if an element needs changing early on, or midway through, it won’t throw the whole project off. This also comes with weekly meetings and updates to the buyer. If the buyer has certain acceptance criteria, they will be able to see everything through every phase. This gives room for a more successful, highly effective project. Documentation of change is done during each sprint, because notes and reports are taken daily for issues and shifts in priority during an iteration.…

With the implementation of RA 9184, all National Government Agencies (NGAs), Government Owned and Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), State Universities and Colleges (SUCS) including Local Government Units (LGUs) are mandated to use the PhilGEPS. Suppliers, manufacturers, contractors, consultants are also required to register as well. Through the use of the PhilGEPS, transparency in government procurement is enhanced since opportunities to trade with government and the ensuing transactions are provided online. Information on changes in terms of references, bid schedules and on the winning bidder and contract amount are all accessible through the system. In addition, the electronic catalogue, which provides information on pre-approved cost of commonly used items, will help government auditors check that supplies purchased by a government agency are not grossly over-priced. Before the enactment of RA 9184, bid opportunities costing 2M and above for…
