Recognizing the significance and the need of a computerized management information system, the management of Misamis Occidental Water District (MOWD), a few years ago, initiated a program towards implementing one for its own use.
As a step towards this objective, the management of MOWD started a computerized Billing and Collection System largely implemented using the ____(mention here the software that they are using)___ . Whatever the reason for the choice, it may have been cogent at that time but the selection has brought to the fore the following disadvantages:
The software lacks some features for extensive information security, access, distribution and sharing through the use of computer networks. The software is simply inadequate to cater to the present information needs of the company.
The software could create islands of data that would be difficult to integrate in a truly Integrated Information System. Integration is the key to an easier but more effective way to manage and control the company’s business.
Subsequently, the situation will create a system that would be largely dependent on the original and vintage developers/programmers and consequently the system becomes difficult and costly to maintain, not to mention the effort that would be required to make revisions and enhancements − normal and inevitable in information systems.
At that time, it is also obvious that the newer technology of information security, access, distribution and sharing through the use of computer networks was not yet in vogue or trend. Hence, many of the newer technologies were not built in as a component of the present system.
The present system also is limited to Billing and Collection perhaps because of limited personnel who could be given the responsibility to continue programming and expanding the system to other applications to complete the system.
It is also worth mentioning that the company at present does not have its own Information Technology Department. The company urgently needs to set up its own IT Department considering the big job ahead. But it has to be recognized that the few individuals who are now tasked to make do with the present system and keep it up and running have done a wonderful job of maintaining the present system even with its many limitations.
The management of MOWD has thus recognized the need of implementing an Integrated Management Information and Control System. Integration, in a broad sense, does not stop at the conclusion of this proposed project but to be pursued by MOWD as a matter of continuing activity of enhancements, re-training of personnel and keeping in constant watch for newer technologies. With every passing year, MOWD’s business will continue to grow and the company will need a dynamic information system that should grow as its business grows. This system should also have the capacity to easily adapt to the fast changing environment brought about not only by the changes in the company’s business needs but by the advancement in Information Technology and some adjustments to be made to comply with new company policies and/or with new government ordinances, laws, and regulations. It is on the recognition of these needs of the Misamis Occidental Water District that this project proposal is premised.
