The failure of a bill in Congress would mean the same for the future initiatives of the administration concerning how the country should be arranged. Moreover, the fate of the reform – and all the experts confirm this – will influence the outcome of the mid-term parliamentary elections in 2010 and even the presidential elections in 2012. Thus, in 1994, when Bill Clinton was unable to conduct medical reform, the Republicans won the mid-term congressional elections. So the stakes are very high.
