A: President lincoln declared freedom of slaves within the United States and he directed that all levels of government must recognize such freedom and not do anything against it. The executive government is given the right to declare to declare to be in rebellion any state not represented in congress by members democratically elected.

B: President Lincoln proclaimed that certain states presently at war with the united states exempt from the proclamation for 100 days.

C: President Lincoln ordered and declared freedom from slavery which freedom is to be ensured by the executive government of the united states. President Lincoln also invited the people freed from slavery to work hard and not be violent.

D: Finally, President Lincoln declared that any free slave who was healthy could serve in the army and navy of the United States.

In my opinion, i believe the ultimate purpose of the emancipation proclamation was to preserve the union. All throughout the civil war, the main focus was always to preserve the union. Lincoln knew that the only way he could preserve the union was to broaden the goals he had in his policy. The EP definitely showed this change as it emancipated slaves and changed all of the goals Lincoln had previously had. Lincoln could have easily freed slaves many times, but why didn't he? Because the union was not as desperate at the time.
