Astounding greetings to my entire beloved readers! I personally made the acknowledgment nook to speak with the aid of my plume. I can still reminisce those sleepless nights just to jot down every sensible detail that my mind chatters. Sleepless nights surfing the network looking for attested information that will assuredly support our thesis statement in order to make this research paper a sensible one. There had a continuous flow of my plume as I hear the tick of the clock; reminding me that I shouldn’t waste even a second of my precious time.

This research paper wouldn’t have been possible without the support of numerous people. I have wished to express my warmest gratitude to Ms.Joyce Ann C. Honrado (English IV Teacher) who was abundantly helpful and offered valuable assistance, support, and guidance; thank you for giving us the opportunity to experience doing a research paper. Deepest gratitude is also due to my family who have exemplified the true essence of a cooperative and a responsible family member.

As the saying goes: “Two heads are better than one”; I’ve seen and deeply felt the true meaning of this saying because of the aforementioned names. Just like the relationship of an ink and a plume, a pen and an eraser, a drink and a straw, rice and a viand, and together: the bird with its wings so it can soar high. Rationale
Other Information:

* Enhancing the quality of basic education in the Philippines is urgent and critical.
Thus, we have to come up with a proposal to enhance our basic education program in a manner that is least disruptive to the current curriculum, most affordable to government and families, and aligned with international practice.

* The poor quality of basic education is reflected in the low achievement scores of Filipino students. 
Many students who finish basic education do not possess sufficient mastery of basic competencies. One reason is that students do not get adequate instructional time or time on task. The National Achievement Test (NAT) for grade 6 in SY 2009-2010 passing rate is only 69.21%. Although this is already a 24% improvement over the SY 2005-2006 passing rate, further reforms are needed to achieve substantial improvement. The NAT for high school is 46.38% in SY 2009-2010, a slight decrease from 47.40% in SY 2008-2009.

* More importantly, the short basic education program affects the human development of the Filipino children.
