I think we should start by identifying the benefits of gang exit and breaking the cycle. First, they’re more likely to be successful in school and employment. They’re more likely to have financial success. They’re more likely to have healthy relationships and no criminal record. They’re more likely to live to a natural death and develop a healthy long lasting relationship. Of course, the list goes on for those who break the cycle, but these are some that are of general concern.
Working hand in hand to identify potential gang offenders can be done with probation agents and law enforcement. The majority of gang members will be on probation at some point in their lives (Evans, 2004). When they come through probation not only can monitoring better occur, but intensive training can be taught. Members should be required to attend an expensive time consuming group that offers informative updated information about resources and benefits of gang exit. Money is a primary motivator for increased gang activity and services, so the pockets are a great place to force in the thought. Groups should cost around fifty dollars per session and run a full twenty four weeks. The groups should also mandate self disclosure and progress as a part of a discharge plan. This method is similar to that of a domestic violence program in Wisconsin (Evans, 2004). When the program is not followed correctly and there is not a passing grade from facilitators the offenders will be revoked. The judge may also issue this request to be completed while serving their incarceration sentence if one applies.
Just as sex offenders have specified agents, task forces, and courts so should gang members (Evans, 2004). These should be national with minimum sentences imposed and enforced. Weekly face to face meetings with members and regular progress reviews should apply to those on papers (Evans, 2004). Our best outreach will come from within the system.
