• What is the social need/issue being addressed by your project entry? Tacloban City, being the center of business and commerce in Region VIII, was recently declared a Highly Urbanized City. However, despite the fact that Tacloban City is one of the fastest growing cities in the country as shown by a research conducted by the Asian Institute of Management (AIM), its poverty incidence of 20.5% (National Statistics Coordinating Board) is still relatively high compared to that of the neighboring regions. Therefore, poverty and unemployment continue to prevail, specifically in rural areas like Brgy. Palanog, Tacloban City.
Brgy. Palanog, Tacloban City primarily serves as the relocation area for illegal settlers in the government areas of Tacloban and have been demolished due to the construction of new establishments and other projects of the city. Moreover, fire victims and households who have been affected by natural calamities (e.g. typhoons, floods, earthquakes) in the past, leaving them with no place to live in, have been resettled in Brgy. Palanog.
With the land provided by the city government, they constructed temporary houses primarily made up of nipa, bamboo and wood. When Gawad Kalinga entered Tacloban City, several families have been lucky enough to be the beneficiaries of the housing project. Having a house of their own, there has been a great improvement in their living conditions since then. The Gawad Kalinga has been the agent in addressing the need for shelter of these families.
However, these families still do not have a steady source of income that would help them meet their daily living expenditures. The usual scenario is that the head of the family would be the one responsible to look for jobs; however such jobs are only good for a few days. After the job has been done, the family is left with no income again. Having two to three square meals a day is the top priority; sending their children to school is only held secondary. The need for a stable job or livelihood is indeed vital so that poverty and unemployment experienced by these people would drastically be reduced, if not eliminated. They need an enterprise that will provide them the opportunity to generate a steady source of income.
